Rationale. The BLACKSWAN visual-language spec (draft-3, 2026-07-25) §2.4 locks HSOS as a gold-only governed navigation surface. The ADR-003 HSOS row (Deep Sapphire) is inconsistent with that governance posture. ADR-012 aligns the plane token to the spec while preserving Deep Sapphire in the narrower chart-series role where plane-differentiation matters.
